Quick anecdote. After WW2, my grandfather's best man joined the British police force and was invited to join the Masons. He politely refused but was subsequently told that he'd 'never rise up the ranks' if didn't join.
I think Clossingtin's makes some good points about civil society (or lack thereof!) but I think secret clubs aren't necessarily the best way to go.
